The California Mortgage Relief Program has provided grants to thousands of eligible homeowners to ease their financial hardships that resulted from the COVID-19 pandemic. At this time, the federally funded California Mortgage Relief Program is no longer accepting new applications. Applications that were already submitted will be processed until all available funds have been awarded.

The California Mortgage Relief Program is funded by the 2021 American Rescue Plan Act’s Homeowner Assistance Fund. It provides up to $80,000 in assistance to eligible homeowners to help with:

  • Past-due mortgage payments
  • Missed property taxes
  • Partial claims and loan deferrals taken during or after January 2020
  • Reverse mortgage arrearages

This state program is operated by the CalHFA Homeowner Relief Corporation.

The California Mortgage Relief Program is providing financial assistance to help homeowners who have fallen behind on their mortgage or property tax payments or who have partial claims/loan deferrals due to pandemic-related financial hardships can get a fresh start.  The grants help homeowners who have faced a financial hardship during the COVID-19 pandemic.

Assistance provided through this program is not a loan and does not need to be paid back. 

Eligible homeowners who have fallen behind on their mortgage or property tax payments or who have partial claims/loan deferrals due to pandemic-related financial hardships can get a fresh start. Homeowners who are approved for these grants should talk with a tax professional about any impact this may have on their income taxes.  

Why has the Program stopped accepting new applications?

At this time, the one-time, federally funded California Mortgage Relief Program has limited available funds, so the program is no longer accepting new applications.

Submitted applications will be processed until all available funds have been awarded.

Homeowners who previously submitted applications should be aware there is no guarantee that all eligible applications will be funded due to limited available funds.

I already started an application, but it’s not finished. Can I still submit it?

If you have started an application but have not yet completed and submitted it, you are no longer able to submit it. All incomplete applications have been cancelled due to limited available funds. 

I already submitted an application, since you closed applications, what will happen to my application?

Applications that were already submitted will be processed until all available funds have been awarded.

Homeowners who previously submitted applications should be aware there is no guarantee that all eligible applications will be funded due to limited available funds.

Homeowners who already submitted applications to the California Mortgage Relief Program can log into their application portal to check the status of their application at any time. The program’s call center is open Monday-Friday, 8 a.m. to 6 p.m. to answer any questions. Call 1-888-840-2594.

If I submitted an application, how can I check my application status or edit a submitted application?

Homeowners who’ve applied can check their application status in two ways: 

  1. Online: Log into the application portal anytime to check the status of your application.
  2. Phone: Call the California Mortgage Relief Program at 1-888-840-2594, Monday-Friday, 8 a.m. to 6 p.m., for direct information about your application.

You will receive a confirmation when your application is submitted. We suggest homeowners check their email frequently in case any additional information is requested during the review process. Additional documentation can be uploaded through the application portal and if assistance is needed with uploading, the Contact Center is able to provide support and can be reached at 1-888-840-2594, Monday – Friday from 8 a.m. to 6 p.m. The Contact Center can also help answer any questions you may have about your application.

When will I know whether or not my application is approved or denied? If am not eligible for assistance, what other options for support or assistance are available now that the California Mortgage Relief Program is not accepting new applications?

Completed applications with all required documentation may take several weeks from the date of application submission until a qualified applicant receives the approved funding. 

The California Mortgage Relief Program is committed to helping homeowners as quickly as possible. You will be contacted once there is a change in your application status or if more information is needed. 

We encourage homeowners to reach out to HUD-certified housing counselors either online or by calling 1-800-569-4287 to explore other options that may be available. We have also put together a list of additional resources that may be helpful and can be found here.

Whether they have a mortgage, a reverse mortgage, or are mortgage-free, the program is for California homeowners who meet the eligibility requirements. Homeowners may be eligible if they:

  • Missed at least two payments on their primary mortgage and are currently past due; or
  • Owe for unpaid property taxes (whether paid directly to their county or as part of your mortgage payment); or
  • Are caught up on their mortgage but have a partial claim or loan deferral; or
  • Have a reverse mortgage and owe their servicer for past due property tax and/or insurance.

All applicants must meet the following requirements:  

  • Household income is at or below the county income limit (150% of their county’s Area Median Income, based on federal limits set for this program);
  • Own and live in a single-family home, condo, permanently affixed manufactured home or property with up to four units; and
  • Experienced a pandemic-related financial hardship after Jan. 21, 2020 – either a loss of income or increase in household expenses.

If my application is approved, will the funds be sent to me?

Funds for approved applications will go directly to the organization/entity who is owed funds, either a mortgage servicer or a county tax collector. Funds are never provided directly to applicants.

How are income limits for the program determined?

Income limits are determined by the U.S. Department of Housing and Urban Development. According to U.S. Treasury Guidance for the Homeowner Assistance Fund, a homeowner may be eligible for assistance if their household income is at or below 150% of their local county’s Area Median Income, or at or below 100% of the U.S. Median Income, whichever is greater.

My application was denied. Is there an appeals process?

If your application for assistance was denied, you have up to 30 days after the denial to submit an appeal by filling out the questionnaire in the application portal. The appeals process can take time.

There is a questionnaire in the application portal that will determine whether you may move forward with your appeal. When submitting your appeal, please include any documentation to support your appeal.

Once you submit your appeal, it will be reviewed, and you will be contacted if more information is needed or once a decision has been made regarding your appeal.
